The deadlines below applied to reporting changes in gross salary or working time in ReviSal from 1 January 2018.
When the new rules entered into force on 1 January 2018, companies with employees earning less than 1,900 lei gross under an eight-hour-a-day individual employment contract, or the part-time equivalent, had to raise the salary to at least the national minimum of 1,900 lei.
When did employers report changes in ReviSal?
Labour Minister Lia Olguța Vasilescu announced that the deadline for reporting employment-contract addenda in ReviSal, Romania's employee register at the time, would be extended to 31 March 2018. The extension followed discussions with businesses about transferring contributions from employers to employees from 1 January 2018.
Companies therefore had from 1 January to 31 March 2018 to report the changes in ReviSal. A government statement added that, after 31 March, the act would generally require any change to the monthly gross base salary, allowances, increments and other additions specified in the individual or collective employment contract to be reported within 20 working days after the change took effect.
What happened when working time changed?
The deadlines above did not apply when the number of working hours changed, for example from two hours to eight hours.
The ReviSal report and the contract addendum both had to be completed before the change took effect.
A working-time change therefore required an addendum signed at least one day before it took effect. For example, if an addendum changed working time from two to eight hours starting on 1 February 2018, it had to be completed by 31 January 2018 at the latest. The employer also had to report the change in ReviSal before 1 February 2018, rather than by 31 March 2018, which was the extended deadline for changes connected with the increase in the national minimum gross salary.
