At the last verification date, the document published by the Ministry of Labour was a draft and had not changed salaries in payment. The revised version dated 17 July 2026 contains a reference value of 4,100 lei, coefficients and annexes, but these are not salary scales in force.
Status checked on 14 August 2026: the Bucharest Court of Appeal's suspension of the procedure for the draft published on 17 July remained in place. The main case was still pending, with its next hearing scheduled for 5 October 2026.
The Ministry published the document, and the court suspended the procedure
On 17 July, the Ministry of Labour, Family, Youth and Social Solidarity published the framework bill, a coefficient file and annexes for occupational families. Publication allows the documents to be analysed and consulted. It does not have the effect of enacting a law.
Case no. 4655/2/2026 shows that on 21 July the Bucharest Court of Appeal suspended the procedure for the draft published on 17 July until the main case was finally resolved. The docket, last modified on 13 August, still displayed that ruling when checked on 14 August. Case no. 3657/2/2026 was still before the first-instance court, with a hearing scheduled for 5 October 2026 and no decision shown.
As of 14 August 2026, the draft procedure remained suspended. Until a new court ruling or a lawful resumption of the procedure, the document remains working material and cannot be used to recalculate payroll.

What the proposed 4,100 lei reference value means
In the published version, the 4,100 lei reference value is proposed for December 2026 and 2027. It is one factor in the formula for base salary, military function pay or position allowance: the role coefficient is multiplied by the reference value, after which the rules for the role and the person's circumstances apply.
The 4,100 lei figure is not every public employee's salary and cannot now be applied to a payslip. The date, amount and formula may change before any enactment.
Why a coefficient is not enough for a personal calculation
A coefficient taken from a table does not identify the correct salary by itself. A responsible simulation would need at least:
- the occupational family and applicable annex;
- the exact role, education level and professional grade or step;
- the seniority increment and how it applies;
- permitted bonuses, their base and the percentage actually granted;
- allowances, on-call duties or conditions specific to the role;
- transitional rules and comparison with salary currently in payment;
- the final law and its actual entry-into-force date.
One difference can change the amount. Without all these details, an individual salary example would be only a hypothesis, and coefficients cannot be treated as final amounts.
Annexes and bonuses may change the result
The annexes distribute roles by occupational family and level. They must be read with the draft's general provisions, definitions and classification rules. A line copied from an annex without the complete job title and applicable notes is insufficient.
Bonuses have their own conditions and limits. On 22 July, the Ministry of Health reported that proposals concerning on-call work, performance and bonuses for hazardous conditions were still under discussion. The annexes and variable components could not therefore be treated as final.
Transitional rules decide whether a scale applies immediately
Even if an amount in the scale remained unchanged in the enacted law, transitional provisions could temporarily preserve salary in payment, phase in a difference or make the move to the new level conditional. The calculation "coefficient × 4,100" therefore does not show what someone would receive in the first month.
The general ImpozitSalariu.ro calculator converts an established gross salary into net pay and taxes. It does not identify a public-sector role, annex, seniority increment or bonuses and should not be used as a simulator for this draft.
The 1 December 2026 date is not guaranteed
The published draft mentions 1 December. To become applicable, the text must follow a valid legal procedure, be adopted, promulgated and published in Romania's Official Gazette. The formal procedure remained suspended when checked on 14 August, and Parliament had not adopted the document.
The entry-into-force date, reference value, coefficients, annexes, bonuses, caps and transitional rules may all change during the procedure. Any earlier simulation must be labelled as a hypothesis, not a future salary.
The same distinction between a bill and a law matters for the Romanian pay transparency bill. Publishing or registering a bill does not make it applicable, and each file follows its own procedure.
What to check before a personal simulation
Before calculating an amount for a role, check the final document published in the Official Gazette, its entry-into-force date and the exact annex. Then identify the role, grade, seniority increment, bonuses actually granted and the transitional rule applicable to the institution.
