Romania's Ministry of Labour announced that applications for the 2026 IVF Programme open on 17 August at 10:00. Applications may be submitted until 15 November 2026, exclusively through the UP Comunitate platform.
Single women and married or unmarried couples may apply if they meet every programme condition. The female applicant must be between 24 and 42 years old, inclusive, on the submission date.
Support reaches a maximum of 15,000 lei for each eligible beneficiary: 5,000 lei for medication and 10,000 lei for medical procedures. It is not paid in cash, but through two digital vouchers with separate purposes.

Government Decision no. 264/2026 allows support for up to 10,000 beneficiaries each year, within the approved budget. The Ministry examines applications in the order in which complete files were submitted. Submitting an application does not guarantee funding if the file is ineligible or the annual funds have run out.
The Government established the programme for 2026-2030. The same eligible beneficiary may receive support for no more than three applications over those five years. Applications under programmes run before 2026 do not count towards this limit.
Who can receive IVF vouchers
The rules approved by Order no. 684/2026 set four conditions that must all be met:
- at least one partner, or the single woman, has Romanian citizenship and is domiciled in Romania;
- both partners, or the single woman, are insured in Romania's social health insurance system;
- the recommended procedures take place in a public or private healthcare provider in Romania that partners with the programme and is accredited for these activities;
- the female applicant is between 24 and 42 years old, inclusive, on the application date.
Age is checked on the submission date, not the consultation date or treatment start date. The range is narrower than in some earlier editions, so old programme documents should not be used to determine eligibility in 2026.
What the 15,000 lei covers
The 15,000 lei has two fixed purposes:

The beneficiary cannot transfer money between vouchers. If prescribed medication or procedures cost more than the relevant voucher, the beneficiary pays the difference.
The vouchers are valid for 12 months from issue. The treatment plan must begin no later than six months after the start of the validity period shown on the voucher. The rules allow an extension of up to three months for medically justified reasons approved by the Ministry, without extending the total 12-month validity.
Documents to upload
The application file contains:
- application form, Annex 1;
- declaration on own responsibility, Annex 1a;
- IVF indication document, Annex 1b;
- individual consent to personal-data processing, Annex 1c;
- copies of applicants' identity documents;
- certificates confirming health-insurance status.
Identity-document copies must be certified as true copies of the originals and signed by the applicants. Health-insurance certificates must remain valid when uploaded.
Applicants may sign forms by hand or with a qualified electronic signature. For couples, each partner completes and signs their own declaration and personal-data consent.

Why the date of the IVF indication document matters
The IVF indication document must be issued by an obstetrics and gynaecology specialist qualified in infertility treatment and medically assisted human reproduction. The doctor must be employed by or collaborate with the partner healthcare provider.
The doctor may issue the document no more than 60 days before upload and only after the clinic has joined the programme. You need the current form for the application even if older medical documents remain in the patient's history.
The clinic selected on the platform must match the healthcare provider named in the indication document. Before requesting the form, check that the provider participates in the programme and when its affiliation began.
Who cannot submit a new application in 2026
A person cannot receive support in the same year from several publicly funded programmes with the same purpose run by other public authorities or institutions. The declaration on own responsibility also covers this condition.
People who received vouchers in the 2025 edition may apply in the new session after the previous procedure has been settled. The settlement must be recorded and validated on the digital platform before the new application.
Checks to complete before 17 August
You can prepare documents before the platform opens, but check dates that may expire and details tied to the clinic's affiliation:
- the applicant's age on the planned submission date;
- the clinic's status and whether it matches the IVF indication document;
- the medical document's 60-day limit;
- the validity of health-insurance certificates;
- both partners' signatures where forms are individual;
- the true-copy statement and signature on identity-document copies;
- the legibility of every scanned page.
